PITTSBURGH (Oct. 26, 2013) — Highmark has adopted a policy and set of procedures that safeguards competitively sensitive information from disclosure between the health insurance and provider services arms of its new integrated delivery network (IDN). Compliance with Highmark's new "Competitively Sensitive Information Policy" will ensure that contracts, claims, rates, negotiations and other data is not disclosed between Highmark Health Services — the insurance subsidiary and Allegheny Health Network — the provider services subsidiary for inappropriate purposes. Highmark developed the policy in connection with the approval by the Pennsylvania Insurance Department to restructure its organization, leading to its evolution as an integrated delivery network.
"For 75 years, operating fairly and ethically have been cornerstones of our business," said Lisa Martinelli, vice president and chief privacy officer at Highmark. "In addition, our customers consider us to be trusted custodians of very important information. This new policy holds all individuals working in our system accountable for protecting sensitive information in support of robust competition and innovation throughout our supply chains. We're training and educating more than 37,000 people working across our system about the policy and the processes for safeguarding this important data."
Yearly, Highmark will submit a report on its "Competitively Sensitive Information Policy" to the Pennsylvania Insurance Department, which will ensure compliance and make the report publicly available.
"We appreciate the collaboration of the Pennsylvania Insurance Department in developing this policy," said Martinelli. "We encourage other IDNs to develop similarly rigorous policies that promote fairness, transparency and competition — and to make those policies publicly available."
On April 29, 2013, Highmark received approval by the Pennsylvania Insurance Department to restructure its business, which led to its affiliation with provider service organizations and its evolution as an IDN, supplying both insurance and provider services.
