Who qualifies as a diverse supplier?

Our Supplier Diversity & Inclusion initiative promotes opportunities for businesses that are at least 51% owned, operated, and certified by members of the following groups:

  • African Americans
  • Hispanic Americans
  • Native Americans (American Indians, Eskimos, Aleuts, and Native Hawaiians)
  • Asian-Pacific Americans (U.S. citizens whose origins are from the U.S. trust territories of the Pacific Northern Marianas, Laos, Cambodia, and Taiwan)
  • Asian-Indian Americans (U.S. citizens whose origins are from India, Pakistan, and Bangladesh)
  • Other minority groups or any other individual found to be disadvantaged by the Small Business Administration pursuant to Section 8(a) of the Small Business Act

Certifications and portal registration are not to be considered as a guarantee of conducting business with Highmark. Supplier selection is based on several factors, including pricing, delivery capabilities, service, and innovation.

Supporting diversity throughout the supply chain

Our Supplier Diversity & Inclusion Program encourages our preferred suppliers to use diverse suppliers themselves.

First-tier contracts are between our company and the supplier. Second-tier contracts are between the first-tier supplier and its subcontractor(s). It is the first-tier supplier's responsibility to determine if its subcontractors are diverse suppliers and use diverse suppliers whenever possible.

At the end of each quarter, first-tier suppliers have 10 days to submit a second-tier diverse spend report.
